This is by Japanese singer and accomplished voice actress Aya Hisakawa. She has a longer repertoire, but some of you may know her as the voice of Kurosawa-Sensi from Azumanga Daioh.
And about the song, well, I’m at a loss for words, haha! But it is kind of catchy.

My friend forwarded me this cool Dragon Ball video clip performed by amateur actors. The film is rendered by Funglisoft, a production group based in France.
